Many (most?) of the cases I see where childcare exceeds employment earnings were created in monogamous relationships where there had been a choice for one party, usually mom, to be a stay at home mom. The $ worked for one household but not two.
My clients that I have seen in these positions are not frivlous. The treat of a dunkin iced tea every couple of weeks won't somehow substitute for healthcare accessibility. Planning cam alleviate some of the problems but not most of it.

The problem with planning is it often requires some resources in the first place. Many don't have the baseline resources or access to plan. It's really hard to functionally cook rice if you are living on the streets or in your car.
