I will absolutely discuss as a separate conversation. Just being clear that my intent was to discuss that specific action, not avoid a different conversation. It applies in lots of settings.
Say you are negotiating water rights...The conversation should be how fair that particular negotiation is, not whether or not a sub-par offer was acceptable in the past. Historical context frames a conversation, but the policy choice should be judged on individual merit.
