I agree on the cut-offs. I also think it's really difficult to tell who 'can' work. It's really difficult in many cases to be diagnosed with a disability or determine what is reasonable to not work.
The problem is many disabled cannot or do not qualify for disability. Mostly for reasons that are not the fault of the disabled person.
