I haven't seen the actual legislation in final form with a CBO score so I don't know. My experience is anecdotal and in family/criminal court. I would be *shocked* if statistics did not generally backup my assertions.
I have had several clients who are repeat non-violent offenders. They are chronically in jail. My rough guess is you could provide food stamps, space in a bunk house, health care/addiction treatment for probably half of the cost of their average monthly jail bill.
