We have to have a balanced budget. It's law! It's responsible! Our problem is social security/medicare/medicaid. We simply can't repay the $ or contribute more so we'll have to restructure it so it's there later. Some is better than none! Quit whining! Get a job!

When you set up a system to make it so you can't pay, it's very easy to make it look very rational. Not collecting enough, overspending, then demanding a budget that cuts your moral and legal obligations is crap. Don't fall for it.

The we is collective. I'm stuck with this too and willing to give up nearly all of my discretionary time to commit to change. Responsibility for failure is power to change. It's a challenge to get (or stay) active as a society.
