We really need to permit sufficient time to review final documents so we know what we are getting.
This is law, we should have more time to properly vet a bill than what one might allow for a craigslist purchase.

Considering the the average length, legalese and complexity of such documents, that is a an understatement. Why is this happening? Is there an underlying nefarious reason? That is certainly how it looks from perspectives.

I don't know that it's nefarious, rather it has become status quo. We have a congress that does not seem to value careful, timely planning and thoughtful evaluation.
