It should be. We should expect proficiency in the crafting of bills when that is the primary purpose of the job. Good law matters. Send people who can make good law, and ferret out bad law.

The individuals crafting bills, making laws, should be very familiar with Constitutional law. There are times when it seems some have never even read the Constitution. Our current POTUS doesn’t even know who our founding fathers were, what their occupations were or their origins.
There are a surprising amount that are unclear on the difference between state and federal powers.
