That depends on where you are assigning the value. Campaign value? I suppose. I prefer a fiscally efficient approach where we don't throw $ at ineffective solutions, even if they are less expensive.

I don't know if that is how I would frame the question. First, we need to move from law being a competitive sport to it being a collaborative one. That may require shifting the composition of congress. Yelling mutually exclusive positions is not productive.
