In my experience, there are 3 reasons why child abuse is not caught (leaving out causes of abuse occurring). 1. People lie, particularly to/for people they love. 2. We have legal boundaries. 3. We have a budget/political will problem.

1. Is pretty self-explanatory 2. Parenting is a very protected right, though are certainly anecdotal situations where it is not. In many ways Maine's laws already intrude into parenting in ways that may not pass constitutional muster. It is hard to push much further.

State officers often cannot take action, particularly if people are lying. The most abusive parents usually aren't the ones who jump up and say "oh, yeah - I *totally* beat the crud out of my kids daily!"

3. Political will is the "easiest" to fix on a structural level, but may also be very difficult to achieve. Preventative programs are usually $ and life-saving. They are "easy" to cut because the direct results you are seeking is an absence of a problem.

I haven't seen the police reports, and police reports are not always accurate, to know what went down at those visits. I do know officers often end up in places where no one will cooperate and it is very difficult to proceed.
