It wastes resources focusing on work requirements that could otherwise be spent getting people to work, if they can. We also end up paying more in emergency medical, policing and jails. Let's spend less money and be humane.

I don't particularly care what % are at each level, I care what gets us all the most in an equitable way. There are more variables than cut or don't cut. At the end of the day I care if you have more of the fruits of your labor overall.
