Purse strings? There are too many budget lines to even attempt that on twitter. As an overall philosophy, I used to be financially conservative, I am now more fiscally efficient. We should be looking at both long and short term, winners and losers, and aiming for equity.
There is a streak in the US where we don't like the lazy and the poor, where bootstrapping is the way to go. It may not be supported by math though. Do we really care % if we all have more net? There are some interesting pilots on UBI. I'm not sold yet, but open to it.

Congress should be focused on ethical, sustainable, long and short term initiatives that improve our society. What that means will change over time. Technology shift. Social values shift. Resources shift. Economies shift. Send people with a good northward arrow who can adapt.

I prefer a jobs guarantee. Among other reasons, UBI is a disincentive for employers. Meanwhile there are so many jobs to be done.. to improve infrastructure & quality of life. And so many people who are unemployed or underemployed!

I think the functional answers will probably be multi-faceted and have lots of moving pieces. Very few laws have a silver bullet solution. There is so very much good that can get done and a congress doing so little of it - in part, because they are not paying attention.
