Most of the tax pain will not be until after the fall election. Before the fall election, many people will likely see a drop in their withholdings. Lots of people don't like it, me included, but I don't know if that will translate to election impact.

People generally don’t notice modest changes in withholding, especially since other things also change - hours, benefits.

Plus every year health insurance goes up. Won’t even notice this tax cut.

Those with subsidized or free care might depending on how withholdings change and where their income is. The larger point is the pain associated with the bill is mostly 2019+. The people who are paying attention are really paying attention, but the 'meh' crowd hasn't moved much.
