Not voting by choice is a vote to give the authority to others. What do you do if people consistently turn up to vote in numbers too low to meet a threshold?

I meant generally...as in, what happens if people just are disenchanted to the point where they regularly stop turning out in sufficient numbers and that's the normal. We then lose the functional capacity for referendums?
