I admire your positive outlook, it's just that the division is so deep and political, I don't believe Dems will vote for tax cuts in any form if a GOP President can sign it.

Throw a few nonpartisans in the mix. It's easier to agree with people who aren't the opposition. If a bill achieves goals, does it really matter who signs it?

Lots of things can help. Most important first step is to star finding the points of agreement to limit areas of conflict, then using that conflict to make a better outcome. There still may not be full agreement, but there would be some progress.
