Whether all deserve coverage = basic dispute you can't compromise away.

It may also not be that substantively relevant depending on the solution.
A solution that works for GOP & it happens to increase coverage/improve care = win
A solution that provides universal coverage & happens to meet GOP cost/choice goals = win

No such solution exists. There isn't always an ooey gooey center. Sometimes politics is about choices.

I don't know that I agree. There are certainly trade-offs. I work in an area of law where winners & losers aren't a thing most of the time. There is almost always a solution everyone can live with that functions.
