I'd like to see us look at data for where we really can find efficiencies and a more functional budget - a holistic budget.

For example, if we provide better support for chronic low-level offenders, would that bring our jail costs down the same $?

Specifically in Maine - where we have such a need for public works (bridges!) - a work program may serve us all better - including offenders
