This EO's solution is AHPs, STLDI, and HRAs. I'm not a health insurance expert, so I'll do my best with these. #mepolitics

AHPs seem to be good & bad. They can provide self-employed/small employers (huge part of Maine) access in different ways. #mepolitics

This would provide those folks access to potentially less expensive insurance, but make the risk pools they leave less stable. #mepolitics

This creates different winners/losers, but tough to tell if there is a net gain. There would probably be a short term gain to #mepolitics

those who move, a short term loss to insurers. Everything would re-balance a year or so out, more $ pp into exchange...somehow. #mepolitics
