Yes, definitely after 90's. Probably mid 2000's or later, never heard of it while my youngest was growing up. So glad my girls were older and didn't have to deal with this.

Late 90s/early aughts. I was working for a craft store at the time and I gave my boss shit every year about how creepy they were and not just because it normalized pre-surveillance state.
