I have been a voter for decades and don't recall ever getting a mailer like this.
It may be the first time you've seen it on a mailer, but the fact that ballot requests are public record and used by campaigns isn't newt. It actually is helpful for us to know who is sitting on those ballots, especially since people really do lose them, toss them, etc.
I'm sure it is very useful. That doesn't make it less uncomfortable when it sounds like a party is tracking you specifically when you have opted out of parties.
