If you’re in a condo, apartment etc... they probably accidentally ran that plug off your neighbors place or your stairwell during some type of construction. So from this day forward run everything you can off that plug.

Well obviously there is juice on the line. If it’s not coming from the pole, it’s coming from something in the house. You need an electrician.
