Ultimately, he's okay, for which I am incredibly grateful. But there are zero consequences for this driver, who not only recklessly failed to stop, but then, after slowing and honking at him, accelerated into him VERY INTENTIONALLY.
NYC's "Right Of Way" law does NOT require police officers to witness a crash to issue a summons - my husband even offered the officer his video footage of the incident (showing the driver clearly fail to exercise due care) when he arrived to take the report. The officer declined.
Worse, as I sat angrily Googling what recourse we might have after he told me what happened, what I learned was even more disheartening. It upset me even more when I saw the video and saw how intentional the collision was. Police officers should be trained to know their options for holding drivers accountable, and drivers who are recklessly endangering cyclists and pedestrians MUST BE HELD ACCOUNTABLE.
One more thing, and I'll wrap it up:
If, after swerving out of the way of the vehicle, my husband had continued onto Queens Blvd instead of attempting to get back in the bike lane, this story probably would've ended with him getting ticketed for riding outside the bike lane.
Back to add one more thing that another user kindly shared: this license plate has 19 camera/parking violations, 7 of them having occurred this year, and 4 of them being failure to stop at a red light, so I'm pretty sure a summons was MORE than warranted.https://twitter.com/HowsMyDrivingNY/status/1192802821407727616?s=20 …

Thank you to everybody who offered kind words and well wishes throughout the day, and patiently explained the (incredibly crappy) design of the local bike lanes to those who were confused. I am glad to see that the decision was ultimately made to issue a summons to this driver.
