I agree with Thomas. The really distinctive feature is the list and the ongoing pilot. Plus another element that is still pending: will the EU have the courage to build a strong policy framework around the ethics guidelines? We’re working on it now.

I am positive because - at least from the outside - it seems that the OECD Group was made up of the civil servants that would implement national frameworks, and they now has something definitely EU-inspired as a global reference point
