I welcome your concern, misplaced as it is.
1st what does your position has to do with Internet traffic?
2nd as HTTP MEDIA STREAMing (live Instagram, Facebook video) generates a lot more traffic, perhaps address them first?
3rd whose job was to make the EU infrastructure ready?

I'd still like to see accountable numbers on why exactly #Netflix should be our biggest problem.
* Start by the ISP's and the underlying Infrastructure which still isn't state of the art everywhere.
* I don't see bandwidth shortages on the mayor Internet XCHG points within the EU
