Like new players want to level that long before they an join the true endgame with their friends... I dont think so...

They might have done it to drag the game out to make people have to sub for longer. Or force then to cave in and buy the boosts.

I think so, too. And the boost doesn't even help if you want that heritage armor. Dragging it out seems too obvious to me, sadly.
