What level are you? You should be able to, by speaking to Chromie.
Went there right after finishing Exile's Reach, so... around level 10 or 11 at that time. No Chromie talk before. I thought I don't need it for the "current timeline".

After you are level 10 you can talk to Chromie, otherwise, it defaults to BFA.

Mh, but.. I wanted to have the default BfA, so I just did the quest that popped up and didn't talk to Chromie. And that's where I ended up. I mean.. it's not really a problem, I just do Tiragarde and fine. I was just confused not being able to pick a zone.
