I do find this a big thing for every race. Every starting zone has it's own appeal and makes you "feel" the race you picked. Exile's reach is just like "You Horde? OK, here's Orcs." or "You Alliance? Ok, here's Humans." and that's it. Just mechanics. No culture. No real story.
I feel like it deffo does a bit to show that Horde is a mixed bunch, a little less so for Alliance, but it's present. It does certainly focus on those "main" races tho, and crams it all into such a short experience that it's hard to get much of any of the uniqueness of each race.
Some zones make me happy exile's reach exists, like Gilneas and Kezan due to the length of those, even if they have a lot of good moments each. Mulgore is just pure vibing tho
