Every week you can receive an item from the arenapoint cap and then receive the piece. It’s shown in the pvp tab / 500 Points each item. There is a certain order to that and weapons are at the beginning if I remember that correctly. The npc for turning in is next to boralus

Yes there is a blue version of that staff I got last season and that is how I got it as well. :D
