for the PvE Equivalent, you would pick up normal & heroic warfront quests for the active warfront, to get chests that contain the elite stuff. for PvP, the quartermasters West of boralus, in the ashvane docks, gives a quest that rewards pvp equivalent gear. Quest name eludes me.
Being an absolute PvP n00b... can anyone tell me how I could get hands on that staff? Ist it available via rnd bgs or maybe a conquest point drop? What is this quest?

Every week you can receive an item from the arenapoint cap and then receive the piece. It’s shown in the pvp tab / 500 Points each item. There is a certain order to that and weapons are at the beginning if I remember that correctly. The npc for turning in is next to boralus
