Did you unlock them via questline? 
Can someone explan this to me? Do I miss something? I got all the achievments (on one char even) and still cannot create Kul Tirans? Why??

I totally did the same thing before I realized I needed to go to the embassy and pick up the questline

Did you do the quest chain that starts in Stormwind? I had the same problem until a friend pointed to the emissary building and I was able to knock that quest chain out in about an hour.

My first thought was that you had reached the character limit

I actually deleted some <lvl 20 test chars once because of that. So... there's not THAT many slots for new chars left
