I'd say mana tombs, but I forgot how you get rep in the 1st place, I did it years ago. The awesome thing about mana tombs is you end pretty close to where you start and reset. And it's a gold making instance!

If this is for Silvermoon rep, just do the starring area all the way to lvl 20 quests in Quel'Thalas. You'll be well on your way to Exalted... At least that always worked before.
