It's probably worded to provide legal protection. I imagine they may throw it at fake news websites hiding under the "Satire" label like you and

I don't necessarily agree with this. If that's the case, then anyone can say anything about anyone and just claim it's satire and everyone should calm down. There has to be some absurdist and comedic element to it and it makes a point. Otherwise, like I said, slander is A-OK

Naw, BB's satire misses more than hits. They have to be broad because their target audience struggles with nuance and ambiguity. That's why the article that started all of this was barely satire.
