Lord Farquaard was a tool, the mere fact of him being short was a highlight of his character lol he had many other reasons to make fun of him. We short people with common sense knows that with age we grow, you peak at wisdom, some of us got there earlier!

To be fair, I think the source of comedy wasn't Farquaad's height, but his hypocrisy and denial. Shrek is resigned to being ugly, but grows to recognize he has value regardless of his looks. Farquaad denies or hides his shortness, and puts "abnormal" beings down.
Still, whether or not mocking Farquaad for his height is justifiable may be a gray area. It's a lot like how people aren't sure whether or not it's ethical to make fun of Trump for his fingers/hair/orangeness/etc. because of his frequent objectification of women.
So let's be Shrek
