Maybe just not in places that have variable speed limits. The world is a big place. Just because they have them where you drive, it doesn't mean they are everywhere.

Alternatively, expand the reckless driving rules to cover dangerous weaving and tailgating and eliminate speed limits per se. the issue has never been speed, it’s always been driving recklessly in an effort to gain speed.
