That may be an existence based relative-time memory engram effect: If born in 1998, the year 2008 would be 10% of your life existence so far, but the year 2018 would be only 5%. Extrapolated, the relative-time of those two periods could therefore seem different due to the effect.

Say you were born in 2002. 2002-2008 is your whole life. But then 2012-2018 obviously isn't. It's just part of your life

Agreed, I was pretty young and I still remember (2005) saying "what the heck is going on, why is it too long to go 2009"
and here we are 2018, somehow funny, somehow weird
