A clock that's broken won't move, and will be stuck, so it will only be right twice, like if it was stuck at 12:00, every time 12 comes around it's right.

If a clock is broken and stuck at 12:00, everytime that it is actually 12:00, it is right. However, if a clock is working, but it is 1 minute behind, it will always be 1 minute behind and therefore, wrong all day.
