Currently, public sub counts are abbreviated in most but not all places across YouTube. In August, we’ll make this more consistent by always showing abbreviated sub counts publicly. Seems odd. You're removing a layer of feedback for the new subscriber, especially if the sub count is approaching a milestone. Rounded until you drill down to the video itself makes perfect sense, what you call an inconsistency is useful for all to see where they expect it.

hmm... if a viewer sees 999,970 subscriptions, and that's their reason for subscribing, is that a good reason?

I'd argue (gently, this is hardly life or death) that yes that's as good a reason as any, and regardless the feedback is nice. Like the click of a switch, the roll of the count when you sub warms the cockles.
