        This is the cost to mail ballots to voters, not for voters to send them in. So multiply that 35 cents by hundreds of thousands or millions of ballots.

        To send a ballot to everyone in California, the largest state, this would add about $14 million to postage. In Wyoming it would add about $200,000. These aren't ginormous figures on a statewide scale, but the agencies responsible in each state may have razor thin budget margins.
