there are hundreds of channels that reupload content and steal videos from other youtubers and they can easily get their 4000 watchtime in 12 months and get paid for someone elses work

But they won't get 1000 subs that easily. Without that, no money!

Surely all you are doing is encouraging smaller YouTubers to turn to spam tactics in order to grow, rather than nurturing their creativity and helping them improve their channels. I don't see how this protects the community at all.
