      4) There are additional layers of illiberalism here that I’d like to flag. Republicans are proposing to use legislative power expressly as *retaliation* against these opinions.           This is the Lost Cause ideology too (re. White supremacists, not "populists"): white Southerners argued that they were so unjustly victimized by federal government, Republicans, and free African Americans that they had no choice but to form the Klan and white paramilitaries.
