How is he to blame? It wasn't a forced hand, you can fill in what you want or not want to on FB. If people choose to share, it's their choice. I'm confused at the question to be honest...

The thing is, sometimes users didn't know they were giving away personal information. It could be something like arranging a dinner over messenger and then FB will know what food you like and sell that info on to food companies to advertise that sort of food i.e. Italian food
