Legally speaking though, the company formerly known as Blackwater (who is run by a Trump donor who's IIRC the brother of Betsy DeVos), was even then operating within the framework of US law

the mercenary world is murky, often black bag jobs are done by contractors, 'kites' that can be cut lose if things go pear-shaped. Sandline (now defunct) and the Gurkha Guards used to do a lot of work in the developing world but putting an army in the field is extremely expensive
