I've heard rumors that some move archival enthusiasts have developed Laserdisc capture hardware which samples RF directly off the laser pickup, for theoretically-ideal capture quality. Anyone know if there's any truth to that, and how to get in touch with such a person if so?
You are aware that there's a finite resolution at which the discs would've been mastered, and that the games are already rotting to the point that half of them don't work in the original arcade machines, so being able to merge dumps from multiple discs is necessary, right?

Yes, and the mastering process was ANALOG, not digital. The video and audio technology is fundamentally analog, except for the digital audio added in 1985. The lengths of the pits and lands are NOT quantized. Even the digital audio is modulated and added to the analog signal.
