I've heard rumors that some move archival enthusiasts have developed Laserdisc capture hardware which samples RF directly off the laser pickup, for theoretically-ideal capture quality. Anyone know if there's any truth to that, and how to get in touch with such a person if so?

This is the most important part. The frame number and other data stored in the VBL is absolutely critical to operation; without it you just have a weird, disjointed movie.
-
As long as you find the right starting frame, the frame numbers can be trivially regenerated for a captured recording from the player. Years ago I did that from a Space Ace LD. Took a little trial and error at first.

These aren't just theoretical problems, either: M.A.C.H. 3 is only partially playable in MAME, and eventually coughs up an LD error in-game, because the dump has issues with this very data. Being able to create a knowably perfect dump by reading multiple discs would solve this.

The LD players used in the games don't allow any application data to be stored in the blanking interval. The blanking interval is used internally for player control, and is not externally accessible even on the OEM players.
-
If the application stores data on the audio tracks, it has to be recovering that by demodulating the audio coming out of the player. The OEM players didn't do anything magic.
