I didn't, as this is entirely the efforts of MAMEdev "hap" for the emulation side of things, and "Sean Riddle" for the dumping side of things. However, I asked Sean exactly this question earlier today, and here's what he had to say:
"When I first tried to get pics of the LCD panels in the Konami games, I figured out that you just can't take a good picture with the panel in the game. Even if the plastic bezel isn't scratched or hazy, it distorts the image and reflects light back to the camera."

"The background behind the LCD makes vectorizing difficult, but even if you remove it and replace it with a piece of white paper, the segments cast shadows. So I made a PCB with traces to connect to the LCD panel and cut out the center so I could backlight it."

"I use a piece of aluminum with a hole cut out to squeeze the elastomeric connector between the PCB and the LCD panel evenly. Then I use a signal generator to drive all the segments at one time and take a dozen pics and choose the sharpest one to vectorize."
