You're essentially given a 256x3 LUT (with an evaluated range of -1.0..1.0 per channel) and can use certain precomputed constants as indices

dot(L, V), half-vector, dot(N, V), and a couple others. With cleverly precomputed tables, you can even do Cook-Torrance, and gaussian!
