It's not even a digital signature "of sorts". Signed ROM dumps are exceedingly rare. The header stores metadata about the ROM.
And if you know anything about how game companies go about releasing retro game packs, it wouldn't be "surprising" either.

Most companies have awful archive practices, and most tacitly accept emulators because they help the companies that way.

For example Taito Legends on PS2 uses unmodified MAME ROM sets, even including the readme.txts from the ROM dumpers themselves
