Question is this: RetroArch has a custom "do whatever" license, and RA can download other emulators, each with their own license.

A product has integrated RA and isn't abiding by the emulators' licenses. If that's legal, I think it sets a dangerous precedent.

Wanna use GPL code without releasing source? Just release a license-free library to download it, and integrate that instead! etc.

Of course it's illegal. A bittorrent client license doesn't impact the copyright of the movies you get with it

Looking closer, in that particular case, it's probably not illegal. Nothing makes the FE a derivative of mame.
