In fact, I know exactly why that Spyro glitch @WEDC517 showed off at #SGDQ2016 happens. Side effect of how the PS1 draws graphics.
i.e. if you increase screen res but don't clear the screen too, you see a band of texture data that's just to the -> of the screen in VRAM.

And yes, this does mean that as a PS1 developer, if you wanted to increase the screen resolution, you usually had to sacrifice texture space

as someone who nominally worked for sony when the PS1 came out, I'm surprised anything worked
