@SamAtWar2 Unbreaking III makes sense because at least it's the max-tier enchant for Unbreaking. Efficiency III is just 'meh'. :(

@Tomjojingle I must have been spectacularly lucky, then. I only ever saw Efficiency IV when doing level-30 enchants before the rebalance.
