non-volatile does not require its memory data to be periodically refreshed. volatile does, very often. Causes a slight decrease in performance.
Indeed. The X2212 in particular stores 256 entries of 4 bits each in EEPROM for long-term storage. However, the stored data is brought into a 256x4 static RAM area when the RECALL pin is pulsed, and written out to EEPROM when the STORE pin is pulsed.

Think of the X2212 (and other Xicor NVRAM parts) like a very small SSD with enough cache to hold the entire contents in (volatile) RAM.
